Dear SEC and whom it may concern,
I am a retail investor and I believe this rule hinders my ability to participate in a fair market due to the damage caused to price discovery when borrowed shares (typically used to short a security) can be borrowed almost endlessly with penalties that just become part of the assumed cost of business.
