To whom it may concern, The proposed SR-NSCC-2022-003 rule is disturbing to me, as abusing failure-to-delivers threaten one of the pillars of the tenants of the SEC: to provide faith in the system of shareholders. While an argument could be made that this rule strengthens the stability of a system in trouble, this is clearly a "band-aid", temporary solution of a terrible symptom, and does not address the root problem of bad actors within the system. Please do the right thing and vote against this rule. Grant Sautner
