Hello, 

As an informed and hands-on retail investor, I am highly against Proposed Rule Change SR-NSCC-2022-003 for what I believe to be clear cut reasons- primarily in that the change is not in the interest of or protects the public good.
Was this proposed rule change drafted by a lobbyist before getting the SEC stamp of consideration? Because it surely doesn't represent the average investor. 

As a rule of thumb you should consider making this information much clearer for the everyday investor - not everyone has the sources or ability to figure out what any of them mean, and I believe that to be intentional to keep retail investors uninformed or intimidated through highly complex processes and wording. A youtube video, infographic, or paragraph summary would do wonders. People should know how their investments are being protected or in the case of shady changes like this one- vociferously attacked. 

Services should be made easier to contact regulators and regulators should do their jobs. Don't pass this rule change.
