To who it may concern I am writing to you as a UK investor in the US stock exchange. After reading through this proposed rule I find myself shocked at it's content. The talk from the SEC has been to have more transparency within the financial markets, to protect retail investors. This rule appears to do the complete opposite and allow the institutions/hedge funds to continue to manipulate prices and work against the retail investor. I think that it's important that the SEC follows its own mission statement, and protect retail investors by introducing the controls and transparency required to have a level playing field for all. The last thing that the US financial markets need, is for retail investors to lose confidence in investing due to unfair advantages being given to other investors.
