To whom it may concern, I am a retail investor and have thoughts on SR-NSCC-2022-003. This proposed rule is anti-retail investor and goes against the mission of the SEC. It allows institutions to avoid oversight, consequences, and allows them to continue to hide illegal shorting and failure-to-deliver. It makes markets more opaque and will erode the already failing faith in the market from the general populace. This rule must be withdrawn and bad actors regulated for their illegal activity.
