Hullo, I would like to comment on the proposed rule SR-NSCC-2022-003. This rule seems to be an overly complex way to allow institutional players in the stock market to lessen the transparency of not only their positions, but obligations. As a retail trader, this rule will only serve to harm me, while allowing those who are already incredibly leveraged and advantages to dodge accountability for the choices they have made. I will not stand by and watch as a new way is created for institutions to avoid their FTDs. In no other part of our society would anyone be allowed to not deliver on their obligations and have everyone be completely ok with that. This rule needs to be dismissed and there needs to be more transparency in the markets to allow everyone to participate freely. A market can't be free if a small percentage can change the rules to suit their interests as they wish. Kind regards, Chris M
