Hello, My name is Nathan Wallack and I am a retail investor concerned about the proposed rule, SR-NSCC-2022-003. It strikes me as another avenue for institutions to manipulate their way out of short positions and to avoid the looming liquidation of their other holdings. If I, an individual retail investor, had put myself in a similar situation I would not have privilege of using underhanded and convoluted ways around that position. It also concerns me that this is a rule so similar to previous, recent proposals which had already been commented on and rejected. Thank you for taking note of my concerns.
