Dear Sirs an Madams, I am a very concerned investor from Germany. The things i learned about the US Stock market over the last year really leaves me speachless. All rules seem to benefit Wall Street and big investment firms such as hedge funds. Because of the influence they have in politics all these rules are made in their favor. From Payment for Order Flow over Dark pool trading to naked shorting securities. This has to stop. This rule makes it even worse. I do not trust the authorities which normally have to look into such shenanigans! I really ask for stricter investigations. We need your will and power to put a stop on these practices! This rule should never be passed. Thank you! Sincerely
