To whom it may concern, 
I wanted to comment that I disagree with the proposed rule in file SR-NSCC-2022-003. We should be working on immediately closure of trades and direct ownership instead of adding more complexity and loopholes. I believe this rule counteracts these needs in the market. If a party wants a security then they should be buying and selling outright. If they cannot locate then they should find a party that can which drives price discovery. The market is already excessively complex and we should be proposing rules to make it simpler instead of adding layers.
