To whom it may concern, I do not support this proposal. This proposal will reduce market transparency by reducing the amount of true market price discovery through onward lending. This proposal also will promote naked shorting by removing all of the risk associated with naked short selling. Naked short selling is not a healthy part of a fair market and this rule does not promote a fair market. -- Thomas Lambert
