I'm expressing concern regarding the File Number SR-NSCC-2022-003. 


As a retail investor, I believe file number SR-NSCC-2022-003 goes against market transparency and is generally bad for the free market. I believe the filing SR-NSCC-2022-003 will encourage fail to delivers and removes risks and consequences from naked shorting a stock. It isn't fair for retail investors if they are being denied true price discovery. SR-NSCC-2022-003 seem to only benefit market makers and big WallStreet players and bad actors that frequently breaks the laws for profit. I am disappointed to see this rule even being proposed since it goes against market transparency and trust. I don't see any reason this would be considered fair when naked short sellers can simply use SR-NSCC-2022-003 to avoid paying their shorted stock. Institutional investors need to be more accountable for their bad investments. 


With that said, I am against the rule SR-NSCC-2022-003. Please do not set this rule into effect as I believe it will be used for further corrupt the financial system.
