To whom it may concern, The market is already very lacking in regards to transparency and has been tilted heavily in hedge funds’ favor. I have read the file and it seems like it would increase the avoidance of price discovery even more than the ramped naked shorting we already have in todays marketplace. It also would dramatically reduce the risk of shorting which doesn’t really make much sense to me, which has always been an extremely risky business strategy. If a company gets caught doing risky (and illegal) business practices then they should have to face the consequences. It has seemed lately (probably always) that SEC has been playing on large corporations and hedge funds sides. Retail does not want to be protected. Retail only wants a fair and transparent market which this rule goes directly against. I really hope the SEC will listen to the thousands and thousands of retail investors voices when we say we don’t want to be protected, we just want a fair and transparent market.
