I am not very knowledgeable about the market in general, but reading through this proposed rule has me gravely alarmed. This proposal appears to allow for infinite naked short selling, with FTD's, by way or a proposed Securities Financial Transaction. It does not allow for a true or fair market and seems to encourage less transparency for the market makers/institutions. And as this is the third time a similar rule has been proposed recently, it appears that the powers-that-be are going to continue to attempt to push unfair practices to the average investor; in favour only for the major players in the market. I encourage you to re-think who you wish to represent and who you work for. At the moment it is definitely not the public/investors. Please allow for more engagement with retail investors in the rules decision making process (not just comments, but actual investors being involved in the decision making processes). Jennifer Sullivan
