I strongly oppose this filing for a rule change and most strongly urge the SEC to reject it. This is clearly an attempt to protect large wealthy investors and institutions from the consequences of their own poor decisions and sometimes illegal activity. The small retail investor enjoys no such protection. Retail investors have too often lost their money not through bad decisions but because of the manipulative and corrupt stock market practices of the large hedge funds, market makers, and others. This was painfully obvious in the fiasco of 2008 and yet the corruption and manipulation continues. I still have hope that the SEC will put an end to the shady practices which have caused such an unfair market situation. I know it will take time and rejecting this filing will be a good start. Retail investors are not asking for favors or special treatment, only fairness for all. This proposed change in no way promotes fairness.
