This rule concerns me greatly, as above much else I value market transparency and stand up for it staunchly. This rule is a big step in the wrong direction for that.
It would only further obstruct any natural price discovery, and would make the pre-existent failure-to-deliver problem much worse.
As such I believe proposed rule SR-NSCC-2022-003 is poisonous to free and fair markets worldwide and should be opposed vehemently, and scrapped entirely.
To add to that, I also do not believe the NSCC to be good stewards of any regulatory oversight in the markets, and really probably shouldnt have the final say in any regulation issue.
