This proposed rule is not acceptable under any circumstances. This promotes the continued use of the stock market for corrupt manipulation and theft of money from retail investors and retirement incomes. Allowing naked shorting without restriction or responsibility has driven us to this day. Short sellers need significant oversight without increased ability to manipulate the market for their purpose. Shorting companies has become the game of looting pirates. The rule is not acceptable in any form. Abandon this proposed rule.
