This rule is a clear attempt to launder illegal naked shorts and FTDs. The DTCC and the NSCC both know there are billions upon billions (possibly trillions) of dollars worth of Naked Shorts, FTDs and the like that need cleared. Im speaking on behalf of swedish investors when i say we will stay in the european market and avoid american markets at all costs when market manipulation keeps happening and nobody is stopping them and keeps making stupid rules.
