If, as a parent, my child tried to suggest that they should be allowed to borrow something (with a very clear understanding in place that I fully expect them to return said item in the same or better condition) and then my child later decided that they would rather not return the borrowed item, but would rather change the rules to fit their desires, I would reject that notion wholly. You return the same thing that you borrowed.

It is mind-boggling that you are even considering letting the 'borrower' rewrite the terms (after the fact) to the lender, and then on top of that, to provide their own oversight There is no way that this can possibly be painted to be in the interest of the retail investor, the retirement account holder or anyone outside of the market makers.

Shame on you for even suggesting that this be the case. Shame on the people who entered into a position to guide public policy with a so-called desire to help and decide to harm the public instead. This is thoroughly disturbing.
