I disapprove of SR-NSCC-2022-003 as it makes the markets more complicated and as a result unfair. A free and fair market should not be trying to \"alleviate failure to delivers\" but it should be forcing these to be delivered on time so there are no failures in the first place. This entire rule just seems to help hedge funds and market makers control the price by allowing naked short selling, which is illegal, and allow these firm to kick the can on their obligations indefinitely and even open new obligations that they have no intention of ever fulfilling which is stealing from the underlying company and all investors of that company.
