Absolutely not. Liquidity is no longer to be used as an excuse, and 'market participants' getting into hot water doesn't mean the rules need to change in order to further enable them.

If I sell literally any other good to someone, I am expected to deliver it upon being paid that's called a contract. Why do exemptions exist here?

Less borrowing and more locates, lest the 'free and fair markets' turn more farcical yet.
