To whom it may concern,
As a European NYSE/NASDAQ trader, I believe implementation of this rule is absolutely necessary to ensure the integrity of the American stock market. Indeed, implementing this rule will restore faith of foreign and domestic investors in the US stock market and is a step in the right direction to rightfully penalize those who trade in bad faith.
As a sidenote: I sincerely believe Bitcoin is on the rise because of retail investors losing faith in the US stock markets. If you want to regain the trust of these investors, it is absolutely imperative this rule should be instated as soon as possible.
