As an active investor of the Stock Market, I feel that this rule should be implemented as soon as possible. I believe it will help to mitigate risky plays from all actors within the market. Particularly those who use short positions, FTDs, and the lack of transparency therein to blatantly (as has become very apparent in the previous few months) manipulate stock prices. The market is supposed to be free and fair but it is far from it. This rule will help to achieve that goal. Thank you for your time and consideration. Regards, Doug Topping
