To whom it may concern, I believe that this rule should be implemented to keep the market free of excessive counterfeit/borrowed shares that may bankrupt the economy. This rule will make entities accountable for their actions and lead to less risk being taken that will cause harm to the market. Thank you, E. Duane Lowther
