To whom it may concern. The events of the last decades, but especially the last few months of 2021 have deeply undermined my trust in the transparency and fairness of American markets. Certain bad actors have acted recklessly and exposed the entire market to unnecessary risk in order to control the price of certain securities. This manipulation is blatant, but creating rules to protect against it may be hard. I believe rule 801 is a great step towards holding bad actors accountable and creating disincentive for future offenses. Please pass rule 801. Thank you for your understanding, Nick Shelquist
