To whom it may concern: I fully support the implementation of this rule. I believe it will help to mitigate risky plays from all actors within the market. Particularly those who use short positions, FTDs, and the lack of transparency therein to blatantly (as has become very apparent in the previous few months) manipulate stock prices.
