Dear SEC. I am an individual retails investor from Norway. The SEC have done an outstanding job by implementing few new rules in 2021 which is good for all parties. It will be more fairness and transparency market with the new rule SR-NSCC-2021-801 . New rules will make all kind of investor/ market maker and etc. to take part in once it is implemented. I have seen in different places that rules are not followed today by all players. It makes me furious to see that there is clear manipulation going on in some way. Not all players play by same rules. How could this be possible. It means also that small investor like me and many companies are suffers a lot. Losing or stolen lot of hard earned money by some parties. As an individual retail investor from outside of USA, I am in full support of this regulation SR-NSCC-2021-801. I hope SEC will implementing the new rules soon as possible to make more free and fair market without manipulation. We all need a good system. Kind Regards Sumu Thilag
