To Whom it May Concern, As an international retail investor, I urge you to enact this rule and actually enforce it as well. Currently, the amount of resentment and distrust of the stock market is pushing more people away from investing, and rightly so, as time and time again we see shady dealings that we can do nothing about, and that no one is enforcing any sort of rule to do anything about. This new ruling would restore a lot of faith in the market and it is much overdo for a change. There has been an explosion, worldwide, that is very closely watching what is happening right now and failure to do anything will only cause a loss of faith in the US stock exchange and I believe a mass exodus of investors as they move on to other opportunities that they can trust more with their money, such as cryptocurrencies. I can't imagine that is something that the United States is looking for at this time. James Bambrough
