File No. SR-NSCC-2021-801 I am an individual retail investor and I have done countless hours of research throughout my findings I have come to realize certain parties have Intentionally manipulated the stock market to undermine with the goal of bankrupting many of companies over the years.I have seen market prices held down artificially only to benefit the manipulators and take advantage of the novice investor who believes in the value of investing to better the financial situation. I believe SR-NSCC-2021-801 if this ruling is passed you get the confidence of the aforementioned investor to continue investing in the future. This ruling if passed rights a lot of what is wrong in the market everyone should have to be held accountable for every thing down to the slightest things. The time is now to move in a direction that brings transparency and open the door for new investors of the future this ruling is another step closer to that. I would like to see this rule passed and implemented immediately. Lastly on this ruling, I would like to see stronger penalties enacted for non compliance and violation of this rule.
