Dear SEC, I am an individual retail investor and would like to express my opinion regarding the proposed rule SR-NSCC-2021-801. If enacted, will hold those who engage in the short selling/ stock borrowing accountable. As a person from another country seeing blatant disregard for the stock market rules, I have almost lost complete faith in what I believed was a legitimate way to invest my money. I would also like to see stronger penalties put forth for any and all violation of this rule. Please hold those whom play the market to their advantage accountable.
