To whom it may concern: I think the proposed rule should be applied immediately. The people responsible should be held accountable for their actions. The retail investors know the risk of losses, and have never been protected from losing their hard earned money. Why should hedge funds and other institutions be protected even when they have enough money to manipulate the market to their desire? The economy is built on everyday citizens and we should start taking care of them instead of corporations and financial institutions. Thank you.
