Good afternoon from Finland,

I am one of the many individual retail investors in Finland and across Europe who are currently invested in the US marketplace. I would like to express my opinion regarding the new proposed rule SR-NSCC-2021-801.

I believe this rule - if enacted - is a step in the right direction towards accountability for those who engage in the short selling / stock borrowing program. I and many others feel that it is time for an update to the current RegSHO closeout requirements and I believe that this SLD change in process from Monthly to Daily settlement is progress.

Furthermore, in case this rule is not enacted and the current state of short-selling practices and lax liquidity requirements is allowed to continue, I believe this decision will substantially erode international faith in the US marketplace.

I would like to see this rule passed and implemented immediately, and stronger penalties enacted for non-compliance and violation of this rule.

Thank you for your time and consideration in this matter,

Sincerely,

-Ilkka Karppinen
