To whom it may concern, I would like to comment on the proposed rule "NSCC-2021-801". The proposed companion amendment to “DTC-003” is a necessary one. It is imparitive that it is passed so as to hold those whom, I believe to be manipulating the market, accountable for their actions. This has gone too far already. It's starting to affect the market as a whole and it will affect the financial system in the long term. Do the right thing. Pass this rule and prevent a total economic collapse. Signed, Conal walsh.
