It's my understanding that market manipulation by financial managers threatens our national security by devaluing our exchange. As an investor who has been affected by the stock market recently, I feel that this rule should be strongly implemented. I feel very strongly this rule will mitigate the impact of a fourth and possibly prevent a fifth crisis. Please implement this rule as soon as possible.
