To whom it way concern: Please pass and implement. For too long the grey areas and shadows have been fertile grounds for less than scrupulous activity. The market manipulation is not the way business is done, everything isn’t a zero sum game. These actions translate into real world consequences and have direct impact on people, corporations and our financial infrastructure.
