As an individual investor in the financial markets for over 30 year's,I welcome this rule change with open arms. The degree of manipulation that occurs through short selling and other nefarious means by hedge funds and others has totally crushed any equal playing field the small individual investor has.I sincerely hope that this rule change is simply not a bunch of smoke and mirrors and the small investor will see some benefit as a result of it.
