It would appear appropriate for the SEC to do everything in its power to expedite this rule change and to sufficiently enforce same to enable the average investor an equal opportunity to succeed. Leveling the playing field is necessary for a marketplace to properly thrive otherwise it will completely fail and nothing will be left. Without the implementation and policing of same there will be unbridled manipulation. Thank you.
