Dear Ms. Vanessa Countryman, 


I would like to express my concerns regarding proposal SR-NASDAQ-2026-009. 


I believe that the proposal, as currently worded, grants Nasdaq broad authority to delist companies based on the potential for stock manipulation, even if the company itself has not committed any wrongdoing. This could negatively impact the fairness and transparency of the decision-making process. 


Furthermore, this approach could lead to companies and investors being penalized for the actions of third parties, in addition to the lack of clear criteria governing such decisions. 


Therefore, I urge you to reconsider the proposal to ensure the establishment of specific criteria, linking delisting decisions to actual violations, and focusing on the parties responsible for the manipulation.
