To protect the little trader when said company is in violation per this rule, fair warning , say just like we get with a Exchange traded security. Why is it the lessor of value bars equal rights for the trader. OTC makes up a large portion of all the wealth in all the markets combined, and by the total volume traded the OTC or penny stocks eclipse all other securities in both volume and dollar traded. When you want to lose every dime you get the SEC to REVOKE and DELIST with ZERO WARNING Hey enough is enough. 30 days prior to any action for all stocks. This includes mergers, splits, SEC actions. No more blindside under hand crooked rules just because its a penny stock.
There is no valid justification you are not protecting any investor, why its sheer madness to state your Revoking a security to protect the investors, if your honestly protecting the investors where is the money we invested? You could freeze the accounts and place the funds in escrow, so the rightful owner would be protected as per the right thing to do. I see my money in someones pocket thanks to the dirty dealings on Behalf of the Sec and The OTC.
