I have a strong objection to regulatory rules that are not written in the English language. This rule is written partially in Latin. Since when is Latin the official language of the United States of America?

On Page 131 of this rule under "How Was Matter Resolved?" one of the available answers is "Vacated Nunc Pro Tunc/ab initio,". What does this mean?

I feel we should not have to call a local Latin instructor to translate forms produced by the SEC and FINRA.
