I oppose the proposed changes by CboeBZX-2025-072. It is necessary in a functioning and fair stock market that every shareholder be given equal access and functionally equal rights to vote for directors of all CEF (Closed End Funds) and hold them accountable to run the funds for the benefit of all shareholders and not for the mangers of the funds. I oppose the Cboe's proposed changes in managing CEF's as they are exclusionary and favor making money for fund managers and not shareholders of the funds. CEFs should not be "closed to fairness, transparency, and equity." These changes should not be allowed to be forced upon shareholders whose voice and power will be taken away.
