As a UK resident, I’m not sure whether my comments will be applicable.
That said, I would be grateful if you would approve the Bitcoin ETF. In the UK, we have had access to a Bitcoin ETF for some time via Hargreaves Lansdown. There have been no issues and is a simply way to invest. The addition of more ETFs would be good for the ecosystem.
An ETF is far better for the individual to manage making it more secure. No need to worry that someone is going to hack your computer or worry out private keys. Furthermore, it would make it easier for governments to tax the individual as records would be more accessible.
