The fact that a global emerging asset class is able to grow to almost a trillion dollars should be a wake up call. An ETF would allow large investment firms to allocate resident capital into the emerging space. This is necessary in order to keep the American market ahead of others. If nothing is done the asset class will continue to grow under jurisdictions outside of America. Please refer to how companies left china in a matter of months due to their restrictions. Capital will be raised whether it is in America or not.
