Subject: File No. S7-42-10 - Comment from Adam Cornford

February 10, 2012

Dear SEC Commissioners,

Please do not give in to industry pressures on Section 1504 of the Dodd-Frank Act (the Cardin-Lugar Amendment) - and make sure that ALL companies are covered, every country and every project gets reported, and loopholes that would allow large sums of money to go unreported are closed.

My Comment:

The whole point of Section 1504 is transparency. There should be no exemptions for any company or organization, for any reason. Even to consider such exemptions creates at a minimum the appearance of impropriety. Have you forgotten the recent scandal over Secretary Clinton's former campaign manager using connections at the State Department to help TransCanada avoid a real, independent EIR for the Keystone XL Project? As citizens, we want no more such corruption. We're watching.
