Subject: File No. S7-42-10 - Comment from Salvador Giannola

Dear SEC Commissioners,

Please do not give in to industry pressures on Section 1504 of the Dodd-Frank Act (the Cardin-Lugar Amendment) - and make sure that ALL companies are covered, every country and every project gets reported, and loopholes that would allow large sums of money to go unreported are closed.

My Comment:

Watch the Deals made for the oil refining distribution centers ie... military bases that were closed during the Bush Presidency. We the people will pay for Big oil to refine and distribute in the name of home land security. The Big Oil companies will receive security and a place to refine and distribute their product ie the closed bases with there underground pipelines and military security already in place for military use and was all ready paid for by the people for military use. The secrete dealing between politicking and the Big Oil must stop for the best interest of the people of America . Our gas and oil prices should not be open for price fixing whether for the end product (Gas at the Pump and heat for our homes) or the means to produce a product by fixing the cost of start up and on going operation . ( inactive military bases closed by the Bush administration for this possible reason and tax intensives ) After all who wants a refinery in there back yard when we could just give our inactive military bases to them. Just some food for thought even though the odds of the SEC working for the people and not "Big Money" would not be odds i would bet on. Most Sincerely, Sam A. Person
