Subject: File No. S7-42-10 - Comment from Ralph Harrison

Dear SEC Commissioners,

Please do not give in to industry pressures on Section 1504 of the Dodd-Frank Act (the Cardin-Lugar Amendment) - and make sure that ALL companies are covered, every country and every project gets reported, and loopholes that would allow large sums of money to go unreported are closed.

My Comment:

This is exemplary of the reason I oppose drilling in ANWR besides the environmental damage such drilling would cause. It is pure and simple a case of big oil confiscating all the lands of the world that contain oil for pennies on the dollar. Besides robbing the US of its emergency national reserve of oil by allowing drilling in ANWR, allowing oil companies to drill there puts all the eggs in their basket and results in a major violation of anti-trust laws while leaving the average American out in the cold and at their mercy. The drilling that this petition address and the dirty deals that allows it is one more case of redistribution of the wealth from the poorest to the richest and once that oil is gone from their grasp, they will no longer have any say or any power in determining the quality of their own futures. This is morally wrong and an outrage against humanity and big oil needs to be stopped. I can understand that their is competing global attention for this oil and it is not that simple to just walk away and leave it in the hands of other than might be even less scrupulous (if that is even possible) so at the very least, if such deals are to be tolerated, they at least need to benefit all the citizens who might have a stake in this deal and the compensation needs to be fair and equitable.
