In my opinion (and experience), whistleblowers should never be forced (or encouraged) to take their concerns to their potentially corrupt bosses first. Those who go directly to the government deserve the strongest rewards and protections allowed by law.
My experience with most employers is that they act in their own best interests. Employers will almost never concede that an employee might be right and they will punish concerned employees rather than wrongdoers.
