I support this rule because unreported positions can be utilized to effectively deceive or hoodwink participants in the market. Unreported positions can also impede good business decisions, particularly in the case of small business owners who may not realize that the agency they are going to for services, assistance or contract work may have an outstanding interest that works against their own interests.
