Dear Secretary Countryman,

Thank you for reopening the comments section for certain rulemaking proposals.

I fully support the proposed draft regulation against 'Fraud, Manipulation, or Deception in Connection with Security-Based Swaps.'

Plus, I suggest the SEC take steps towards properly auditing the CFTC, DTC, DTCC, NSCC, and other Self-Regulating Organizations (SROs) within the U.S. financial markets ecosystem.

Once those SROs have been properly audited, and keep being audited on a regular, at least annual, if not quarterly basis, it would be advisable to publish the audit results in due time, in order to make the audit reports regarding balance sheets and profit and loss statements available to all participants in the U.S. financial markets.

It would be recommended to choose a hosting provider to store the audit reports and make them publicly accessible via the World Wide Web, that would not suffer from 'technological errors' rendering the audit reports unavailable or making them disappear unintentionally.
