 Investors need transparent swap data in order to make sound investments.  Hedge Funds can enter into many of these swaps and get short exposure to the stock without directly shorting it which hurts retail investors exorbitantly.  Hedge Funds can enter into vast amounts of these swaps and create tons of synthetic shares without ever worrying about the short interest being reported.  The proposed rules would greatly limit nefarious actors from abusing the system and endangering the integrity of the financial system.  I strongly encourage the SEC to enforce these rules swiftly and harshly.
