Dear SEC, 


I believe that transparency is a large part of what makes a market fair. If institutions can hide their short positions and/or entire positions through swaps it means that  


i) bigger 'players' have access to information that retail investors do not 
ii) easier to trade in a 'gray area' when their trades are not visible 
ex. Bill Hwang using swaps to use more leverage then he otherwise would have been able to
